Vietnamese Boat People In Hong Kong

That this House notes with concern the grave situation which has arisen in Hong Kong as a result of the influx of Vietnamese boat people since 1st May this year, when there have been 7194 new arrivals, which brought the number of boat people in Hong Kong's camps to over 59,000; notes the severe strains that providing for these people has placed on the resources of the Hong Kong community including land, hospitals and the staff of the Royal Hong Kong Police and Correctional Services Department; notes that the continuing failure to find a lasting solution to this problem has resulted in an intolerable situation for the boat people themselves; and calls upon the Government of the United Kingdom urgently to seek the cooperation of the governments of Vietnam and the United States of America, in promoting arrangements which will enable those boat people who are not classified as refugees to return to Vietnam, with dignity and with confidence that their human rights will be respected, under the Comprehensive Plan of Action, and those who are classified as refugees to be resettled expeditiously.
