Board Of Enquiry Into Injured Grenadiers

That this House believes the Board of Inquiry held into the circumstances surrounding an accident on an official Army Exercise in Canada in July 1989 when the detonation of a buried and unexploded shell led to the grievous injury of three men of the Grenadier Guards (Adrian Hicks, John Ray and Sean Povey) was inadequate in that it failed completely to investigage the reason for the presence of an unexploded shell some 18 inches under the ground, the contractual agreements with the Canadian Government, the orders for clearing the range and the measures taken to warn the guardsmen of such possible danger; and calls upon the Prime Minister to order an immediate re-opening of that Board of Inquiry to investigate the circumstances that led up to this horrific accident.
