Conduct Of The Secretary Of State For Scotland (White Paper)

That this House notes the contempt in which the Secretary of State for Scotland holds education and training in Scotland as evidenced by the manner in which he issued his letter to Scottish Right honourable and honourable Members advising them of the publication of both White Papers on Higher Education - A New Framework. (Cm.1541) and Access and Opportunity (Cm.1530); further notes that neither the Secretary of State nor the junior Minister responsible for education and training took the trouble to sign the letter themselves and allowed the letter to be sent under the nom de plume SJC; and condemns without reservation the Secretary of State for his apparent view that a letter on such an important and vital issue should be reduced to the level displayed.
