University College Swansea And The Additionality Principle

That this House notes a letter sent from the Welsh Office to the Principal of University College Swansea, stating that any grants received by the college from the European Community for the purpose of developing an innovation centre at the college would be subtracted from Government funding to the college in the following year; further notes that this is the latest example of how this Government's rejection of the additionality principle is preventing innovative developments from taking place in Wales; points out that the United Kingdom Government stands alone in refusing to apply the additionality principle in a constructive way so as to make suggested schemes viable; and believes that many infrastructure projects suggested within the United Kingdom have not gone ahead due directly to Government dogmatism on the additionality principle.
