Finance Bill Clause 50 And Building Societies (No.2)

That this House recognises that the questions to be faced in considering Clause 50 of the Finance Bill and Building Society Tax are (i) whether the new tax regime for 1986-87 was backdated to overlap periods already taxed by the old regime, (ii) whether the back-dating produced double or extra tax (iii) whether the double tax was imposed retrospectively against Parliament's original intention and (iv) on whom the double tax was levied; and notes the relevant words of the judges on these issues.
