Council Tax In Wales, Banding And The Conduct Of The Secretary Of State For Wales

That this House regrets that the Right honourable Member for the Wirral, the Secretary of State for Wales, did not reveal to the House his instructions to district valuers to draw up a new banding system for the council tax, based on 9 and not 7 bands; condemns the fact that this valuation exercise was carried out in total secrecy, without any reference to the occupiers concerned and without any keeping of records; and notes that he is using the 1973 valuation register as the basis for his exercise.
