leave out from 'House' to end and add 'congratulates the city council of Johannesburg on its decision to confer the Freedom of the City on the Right honourable Member for Finchley, in recognition of her undoubted contribution to dismantling the apartheid system, and of the understanding and help she has given to all races in South Africa; but regrets that the city council has no cause to offer the same accolade to the Right honourable Member for Islwyn.
