Care In The Community In Wales

That this House regrets that delay and uncertainty have long characterised the Government's approach to care in the community; is appalled by the continuing uncertainty that surrounds the implementation of the relevant parts of the National health Service and Community Care Act; notes with approval those developments in Wales, including projects under the All-Wales Strategy for Mental Handicap and developments under the All-Wales Strategy for Mental Illness, which have demonstrated the effectiveness of partnerships between local authorities, voluntary organisations and Government bodies in improving standards and quality of life for those who need care; regrets that such developments will wither if the Government fails to match resources to need in each part of Wales; and fears that the views expressed in the editorial of Social Work Today of 18th October 1990 - that the Government, as part of its review of local government spending, is already hacking into the corpse of Caring for People and that phased implementation means in reality phasing out the whole idea - provide an accurate reflection of this Government's lack of commitment to the long-term care of all the elderly and disabled citizens of Wales and indeed the whole of the United Kingdom
