Public Inquiry Into The M11 Link Road

EDM number 684 in 1990-91, proposed by Harry Cohen on 27/03/1991.

That this House declares that Inquiry Inspector Lieutenant Colonel M. F. Davies during his conduct of the M11 Link Road Public inquiry showed no interest or affinity in either the people of Leyton or Leytonstone or the environment of the area, and that this was reflected in his subsequent report; suggests that this was the reason the Department of Transport appointed him to take the Inquiry in the first place; considers him unfit to be an impartial Inspector; condemns the whole farce of the Public Inquiry process where such inspectors have no class link or regard for the people and areas they are supposed to be considering and upon whom they have an important impact; notes that inspectors like Lieutenant Colonel Davies tend to live in leafy glades untroubled by major Department of Transport road proposals; and condemns the Secretary of State for Transport both for publishing the Inspector's Report and his decision the day before Easter recess to stifle criticism and for pushing-on with the environmentally monstrous plans of his Department for the M11 Link Road on the basis of the Inspector's complacent and compliant report.
