leave out from 'House' to end and add 'notes the contribution of the SNP 'Can Pay-Won't Pay' campaign and its spokesperson in securing the defeat of the poll tax by rendering it uncollectable and; that the Tory party could not be undergoing its current humiliation if the Scottish people had meekly followed the example of capitulation set by the Labour leadership in 1989; and calls on all Scottish Labour members, whether they stumped up in 1989 with their leadership, surrendered last year with the honourable Members of the former Committee of 100 or are one among the very few who are still non-payers, to now focus total attention on the plight of the poorest in the community by joining with the SNP, and the honourable Member for Birmingham, Perry Barr, in calling on all local authorities to stop forthwith the process of arresting the benefit or poinding the goods of the poor, the unemployed, the sick, the disabled, students, nurses and the mentally handicapped in pursuit of an iniquitous tax which not even the Prime Minister is now prepared to defend.'.
