Poll Tax And Improvement Grants

That this House notes with regret that such is the tangle of Government policy that the operation of the new poll tax reduction scheme will mean the removal of thousands of elderly people currently living in substandard housing from eligibility for minor works' grants; recognises that the ú3,000 per property available under this grants scheme is of considerable benefit in maintaining minimum housing standards; is therefore appalled that some 1,000 elderly people in Rhymney Valley alone will now be ineligible for such grants; and concludes that any Government capable of creating such confusion, inefficiency and maladministration is well past its sell-by date.
