Child Cash Allowance

EDM number 605 in 1990-91, proposed by Peter Bottomley on 13/03/1991.

That this House recognises that it is right to have a child allowance because children in a family reduce taxable capacity and increase needs and that it is right for the allowance to be a cash allowance rather than a tax allowance; and believes that, though this child cash allowance may be paid by the Department of Social Security, its level should be set by the Treasury and its costs should be dealt with in public accounting as a tax expenditure, like the cost of personal tax allowances and mortgage interest tax relief.
