National Lottery

That this House notes that invitations to buy tickets for overseas lotteries are circulating in the United Kingdom; believes such invitations will increase with the advent of the European Lottery; further believes that profits from such lotteries would be better spent in the United Kingdom; urges the Government to introduce legislation to allow the setting up of a lottery on a national scale to provide extra resources for the arts, sports and the environment; and notes that such a lottery could be expected to raise at least ú1 billion per year after the payment of prizes and expenses.
