That this House notes that Taylorplan Services Ltd. is a London-based contract cleaning and catering company; further notes that its latest accounts, for the year to November 1988, show a pre-tax loss of ú393,094 with total assets ú79,521 short of total liabilities; further notes that Croydon Council in January 1989 described Taylorplan Services Ltd. as a high risk company and demanded that its Australian parent company made an unconditional guarantee of financial support; and recalls in February 1988 Westminster Council was told "The City Treasurer has reservations over accepting Taylorplan's tender ... a greater than usual degree of risk exists".
