Soviet Peace Initiative

EDM number 532 in 1990-91, proposed by Harry Cohen on 25/02/1991.

That this House records the fact that it was given no opportunity to discuss either the Soviet peace initiative or President Bush's rejection of it with his 24 hour ultimatum, and that the full-scale ground war commenced denying the British Parliament the opportunity to consider peace proposals which could have resulted in the liberation of Kuwait without further bloodshed; and notes that those who made those decisions treated Parliament as though it was of no consequence.
