Telephone Premium Services Criminal Activity

That this House deplores the apparent unwillingness of the Director General OFTEL, British Telecom plc and the Secretary of State for Trade and Industry to act against a known, major conspiracy to defraud business telephone subscribers; understands that evidence of unscrupulous chatline proprietors conspiring, with others, to defraud, is well known to the police; believes this practice to be so widespread as to represent a considerable burden on the business community; further believes that this criminal activity can best be terminated through the introduction of a contracting in system to telephone premium services; and therefore calls upon those responsible for the industry to order that course.
