Oil Pollution In Severn Estuary

That this House expresses its profound regret at the recent spillage of oil into the Severn Estuary and the relevant loss of wildlife; congratulates the Royal Society for the Prevention of Cruelty to Animals and the Royal Society for the Protection of Birds on the rescue operation; and recognises that British Steel, who are allegedly responsible for the spillage, have hitherto used their best endeavour to discharge their environmental responsibility, but urges nevertheless the National Rivers Authority to use its powers of prosecution both to penalise this offence and to deter others.
