Authorisation Of Local Government Overspend By Referendum

That this House notes the comments of the Secretary of State for the Environment regarding the Government's review of the community charge that 'nothing is ruled in, nothing is ruled out'; and calls upon the Government to bring forward legislation that will require local authorities planning on spending more than their standard spending assessment to have their spending, and therefore charging, ratified by a binding local referendum before it can be implemented.
