At end add 'deplores the Government's actions in introducing legislation to allow overseas dependencies to proffer flags of convenience to shipowners so that they can avoid the need to observe the social conditions and pay decent wages that are expected on a British-registered ship; and recognises the paramount need to maintain and improve health and safety standards, pay, morale and employment conditions in the merchant fleet.'.
