leave out from 'recognises' to end and add 'there has been a significant and welcome reduction in alcohol-related road accidents in Britain in the last 10 years; believes that simple comparisons of international rates of progress should be used with caution because of many confounding factors; further believes that the present annual toll of 800 deaths is both unacceptable and unnecessary; considers that effective deterrence is best achieved by highly visible random breath testing at special roadside check points; and believes that this additional power would complement existing procedures in Britain which are aimed principally at detection.'.
