Automatic Cold Weather Payment Scheme

That this House notes that when the Social Fund cold weather payments scheme trigger mechanism was put to a serious test it collapsed three times under the weight of its own absurdity and complexity; is convinced that the scheme is inadequate, inefficiently targeted and wasteful as the cost of advertising and administration are unjustifiably high; and urges a new savings limit of ú3,000 that would create a fully automatic scheme in which payments would be immediate and universal to those who qualify, automatic, and guaranteed, and would remove the uncertainty that contributes to the high level of British excess winter deaths.
