Conduct Of The Government Chief Whip

That this House expresses its contempt for the Government's abuse of the Private Bill procedure evinced by its Chief Whip's instruction dated 7th February to `All Ministers' to be present on 18th February to support the Cardiff Bay Barrage Bill, including the request to procure the presence of all their Parliamentary Private Secretaries, thereby providing documentary proof that the Private Bill procedure is being used as a flag of convenience for government measures such as the Cardiff Bay Barrage and is a confidence trick on all those petitioners against the Barrage who petitioned in the belief that they had a fair chance against the promoters of the Bill before the Court of Parliament.
