Abolition Of The Poll Tax In Wales

That this House calls upon the Secretary of State for Wales to take the initiative in the current debate over the poll tax and abolish the tax in the Principality; notes that this would receive the overwhelming support of the Welsh people and would be seen as the proper beginning of a new era of decent local government finance, with regard for people's ability to pay; and condemns the half-hearted approach to genuine reform as shown by the latest package of poll tax rule changes, welcome though these small mercies may be.
