Policing Football Hooliganism

That this House welcomes the publication of the report of the Home Affairs Select Committee on Policing Football Hooliganism; agrees with the Committee that genuine football supporters are the prey and not the instigators of hooliganism; supports the Committee's view that bad facilities at football grounds are dangerous and can spark off hooligan incidents; fully endorses the view that there should be no delay in introducing the offences suggested by Lord Justice Taylor against obscene chanting, missile throwing and invading the pitch without reasonable excuse; and therefore calls on the Government to implement without delay the recommendations of the Select Committee report, provide the necessary resources to facilitate the development of safe and comfortable football stadiums and give its full and immediate support to the Football Offences Bill.
