Conduct Of Parliamentary Under-Secretary For Foreign And Commonwealth Affairs

That this House condemns the refusal of the Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs to intervene on compassionate grounds, contrary to promises made during the passage of immigration legislation, in the case of Kurshid Bibi, sister of Mrs Warasat Jan, who is seriously ill and who would undoubtedly benefit psychologically at this time from a visit from her sister; notes with concern that Mrs Warasat Jan is stated by her consultant at East Birmingham Hospital to require renal replacement therapy by continuous dialysis and that there is no possibility of a return of renal function unless she is lucky enough to find a compatible kidney donor; also notes that this lady has suffered from tuberculosis and that the consultant supports the request for a personal visit here of the sister of this unfortunate lady which is very desirable on grounds of family support and compassion; and much regrets the Minister's decision that such a case can be decided only by reference to the immigration appeals procedure, which is subject to considerable delay, and which the Minister has a duty to over-ride in such unfortunate circumstances.
