Congratulations To Southend On Sea Borough Council

That this House wishes to congratulate Councillor Norman Clark and the administration of Southend-on-Sea Borough Council on reducing its community charge by ú28 per head after the ú42 reduction last year and considers that the council's policy of efficient and high service standards is an example to all councils.
