That this House welcomes the decision of British Telecom to introduce a scheme which will enable telephone subscribers to opt out of premium rate services from 1st February; notes that this will initially benefit only 46 per cent. of customers; believes, nonetheless, that this represents a very significant move towards regularising these services in a way which the honourable Member for Worsley has been advocating for five years; and urges that, in order to protect subscribers on non-digital exchanges, premium rate services should be barred on these altogether until the digital technology is installed.
