leave out from 'successful' to end and 'recognises that the evil of warrant sales continues, with minimal political attention, in areas of debt entirely unconnected to local government finance; congratulates Labour-controlled local authorities in Scotland on their success in avoiding the use of warrant sales over many years; and recalls with sadness that the only large use of warrant sales by a Scottish local authority in recent years was on the authority of the SNP finance convener of Grampian Region.'.
