Local Government Boundary Changes

That this House notes with concern that the only requirement placed on the Boundary Commission when proposing local government boundary changes, often of a radical nature, is to notify the community by advertising in local newspapers; cites the specific example of Boundary Commission plans for the Pitlochry area, plans which stand to alter radically the regional division boundaries, but which only merited one advertisement in the Dundee Courier and the Perthshire Advertiser, as an example of the limited publicity given to changes of considerable significance; believes it would be in the interests of local democracy for communities to be better informed of proposed changes; and recommends, as a welcome improvement to the situation, that the Boundary Commission be required to inform all community councils affected, together with local advertising in post offices, libraries, shops, in addition to repeated newspaper advertising.
