Gulf War And European Community Contributions Towards Its Cost

That this House calls upon Her Majesty's Government to put forward a proposal at the next meeting of Community Finance Ministers to introduce a value-added tax type charge of one dollar per barrel on oil imported since 2nd August 1990 into the Community from the Middle East; and to require member states to produce input and output records showing each member state's contribution towards the cost of the United Nations Gulf Force, thus ensuring that the cost of the force is borne on a fair community basis and not, as at present, by the nations whose servicemen and women are at risk.
