Role Of The United Nations

EDM number 345 in 1990-91, proposed by Harry Barnes on 23/01/1991.

That this House deeply regrets that the United Nations has so far been unable to develop a genuinely independent and authoratitive role in seeking a peaceful resolution of the conflict in the Gulf and has also been unable to develop political structures to control military forces in that area which purport to be acting under its authority; also notes that the United Nations has been unable to prosecute its agreed policy of achieving an international conference on the Middle East which would secure justice for the Palestinians and security for the state of Israel; therefore feels that immediate and serious consideration should be given by all interested parties to extending the political base of the United Nations Security Council by allowing for increased permanent representation with the veto powers only being exercised by three United Nations Security Council members acting in conjunction.
