Building Conversions

That this House expresses its concern that building conversions, such as houses into flats or barns into houses, are not covered by the building regulations relating to thermal insulation; notes that figures from the Building Research Establishment indicate that such thermal insulation would add only a minimal additional cost to the overall conversion cost, and that savings in electricity would actually result in a short pay-back period; further notes that such measures would save energy and thus reduce the impact of global warming; and so welcomes the introduction of the Building Conversion and Energy Conservation Bill which would give the Secretary of State a duty to introduce Regulations requiring thermal insulation to be installed in building conversions.
