Death Of Raymond Assahoun

EDM number 334 in 1990-91, proposed by Harriet Harman on 23/01/1991.

That this House notes the tragic death of Raymond Assahoun on 2nd January as a result of a fire at Wickway Court, Gloucester Grove Estate, Peckham; calls for the immediate refurbishment by Southwark Council of the fire-damaged area for the sake of the tenants living in flats off corridors blackened by smoke; further calls on Southwark Council to conduct a complete, thorough and open investigation into the causes of the fire and the Council's response to any prior warnings given about fire hazards; and further calls upon the Secretary of State for the Environment quickly to grant Southwark's application under the Estate Action Programme in respect of the Gloucester Grove Estate, which would allow the Council to install an entry-phone system, so long demanded by the tenants, because it would reduce the casual dumping of rubbish in the stairwells and the need for anti-graffiti paint, which appear to have been factors involved in the fire.
