REPORT ON DERBYSHIRE COUNTY COUNCIL'S POLICE SERVICE

EDM number 322 in 1990-91, proposed by Harry Barnes on 21/01/1991.

That this House believes that the report of Her Majesty's Inspectorate of Constabulary into Derbyshire County Council seriously undermines any forms of democratic control, accountability and openness which the county council has attempted to operate in relation to the broad policy and structural aspects of policing in Derbyshire, and that this is confirmed by: (a) the radical departure of the report from the previous inspectors' reports, (b) the unsubstantiated and unbalanced nature of many of the criticisms in the report, and (c) the failure to recognise or even assess the Government's responsibilities for the serious funding problems faced by the council, in particular, those arising from poll tax capping.
