Power To Declare War

That this House notes that it has no power to declare war or to continue war and that this power lies within the Royal Prerogative which is wholly outside parliamentary decision, control or accountability; and calls for a new written constitutional settlement in which all such powers are clearly vested in a democratically-elected Parliament.
