That this House condemns the decision of the British Railways Board to abandon its Speedlink service from July 1991; regrets that the Government is still unable to distinguish between cutting costs and providing an essential public service as they appear to have ignored the environmental consequences of switching 1.5 million tonnes, or 150, 000 lorry loads, of freight from rail to Britain's already overcrowded roads; and calls upon the Board to recognise that actuaries are no substitute for good managers by reconsidering this short-sighted decision.
