That this House, while recognising the disturbing number of attacks on law enforcement personnel in Sri Lanka by members of armed opposition groups, is seriously concerned about reports of thousands of unlawful killings, torture and arbitrary arrests by the Sri Lankan security forces in response to the violence; calls upon the United Kingdom Government to take all possible steps as a matter of urgency to urge the Sri Lankan Government to investigate impartially all reports of army and police personnel involvement in killings and 'disappearances' in Sri Lanka in the 1991 session of the United Nations Commission for Human Rights; further expresses its condemnation of the failure of the Sri Lankan authorities to order an independent commission of enquiry into the abduction and murder of journalist Richard de Zoysa; and expresses its support for the newly formed Mothers Front in pursuing the question of disappearances.
