Allerdale Timeshare (No.2)

That this House believes that Tony Perry, Allerdale District Council's Chief Executive, hid in 1985 from senior members of the council, including members of the Keswick station sub committee, the details of discussions with Intercity Properties who were prepared to develop, using comparatively little public money and with almost no risk to the ratepayer, the whole project for Keswick Spa and Timeshare; notes that in 1986 the honourable Member for Workington expressed his deepest concerns at a difficult meeting with Mr Perry held at Holmewood, over the way the Chief Executive had handled negotiations with the developer following complaints alleging malpractice; condemns Mr Perry for sitting back and allowing Labour councillors to take the blame for a development which he manipulated through council procedures using carefully doctored reports, inadequate and deficient briefing of chairmen of committees, and the deliberate denial of information to councillors; notes that the extensive report on these matters, drawn up by the honourable Member for Workington, is now almost complete; is concerned that its publication would inevitably lead to further libel actions; believes that until Mr Perry's involvement in events from 1984 to 1988 is known, Allerdale ratepayers will not know the full story behind this deception; and notes that if all the information available to Mr Perry, including the details of his discussions with Mr Norman Turner of Intercity Properties had been available to councillors in 1986 and, in particular, the Leader of the Council, this development would have proceeded in another way and under the management of a different developer.
