leave out from 'them' to end and add 'declares that a priority of policy should be to educate the general public out of their prejudices against mentally ill and mentally handicapped people, and to provide enough resources to ensure proper support for people discharged from long-stay hospitals in accordance with the individual needs of each such person, making the full use of housing, nursing, medical and social resources to this end; believes that long-stay hospitals should only close when adequate alternative facilities have been provided; but asserts that care in the community should be the long term objective wherever possible.'.
