leave out from first 'Pan Am' to end and add 'accepts that effective competition at Heathrow is in the best interests of the travelling public; agrees that an early decision is in everyone's best interests; but urges the Government not to take this decision ahead of the completion of the review of the Traffic Distribution Rules - as such a decision in isolation could prejudice the review and damage the interests of those living near and working at Heathrow by making slots at the airport freely negotiable assets.'.
