Opting-Out Sweeteners

That this House notes that the managers at City Hospital, Nottingham, having been allowed to opt-out by the Conservative Government without any ballot and against the wishes of patients, staff and public in Nottingham, are now bargaining over the terms of the opt-out, threatening to opt-out of opting-out and demanding sweetners from the district health authority and Government and the reworking of debts in order to improve profitability; condemns this unseemly haggling, which is a sad consequence of turning a health service into a health business; and calls for the immediate return of the City Hospital wholly to the National Health Service with all its assets and patients in place.
