That this House believes that the role played by the Department of Trade and Industry in the case of Richard Bruce & Company was clearly one of gross negligence only paralleled by their role in Barlow Clowes; believes compensation should be paid; notes that Bruce took a degree in business management in prison and is now poised to practise his cruel deception on yet more innocent people, this time with the benefit of even more knowledge of the techniques of business management; questions who will be next to be conned by the plausible Mr Bruce; notes that ú450,000 still remains outstanding; notes that a number of companies and unit trusts have failed to offer total compensation where they were in a position of advantage or alternatively negligent, and that these include Arkwright Management, Baillie Gifford and Co., Crown Unit Trust Services, Durnsnil, EBC, AMRO, F.S. Investment Managers, Fidelity, Friends Provident UT Management, GT Management, Henderson UT Management, Laurentian UT Management, M & G Securities, MIM Britannia UT Management, Royal Trust, Save and Prosper UK., Target Group and Murray and Co. (Stockbrokers).
