Standard Spending Assessments

That this House, whilst still awaiting the abolition of the poll tax and poll tax capping, calls for the immediate establishment of an independent commission to improve the methodology for calculating standing spending assessments in view of the critical role they play in both capping arrangements and grant distribution; and expects the Department of the Environment to urgently bring forward its announcement of the capping criteria for 1992-93 so that local authorities have sufficient time to plan their future expenditure patterns and the independent commission can then assess those criteria.
