That this House recognises the 'urgent need to safeguard the environment for future generations' as expressed in the Economic Declaration of the Paris Summit meeting, July 1989; notes with concern the serious threats presented by the destruction of the rain forests, soil erosion, desertification, climatic change, resource consumption and rapid population growth; urges that reduction of the rate of world population growth be an integral part of any global environment strategy; and calls for greater emphasis on the provision of voluntary family planning services to reduce both the rate of population growth and the unacceptably high numbers of maternal and infant deaths and for the current allocation to family planning projects within the overseas aid programme to be increased from 1 per cent. to 5 per cent. of the total budget.
