Poll Tax and Tenants' Rights

That this House notes that on 25th October 1989, the Government Minister Lord Caithness indicated that the Government would produce a leaflet advising tenants of their landlords' duty to make a deduction in rent for the ending of rates when calculating the new rent incorporating poll tax; recollects that the Government imposed a duty on councils to make reference to this leaflet in their poll tax bills; is alarmed that with only days to go before the poll tax is levied the Government is still unable to supply the leaflet which is not even expected to be printed for another two or three weeks; finds this five month delay inexplicable and irresponsible; and calls upon the Government to make an urgent statement of tenants' rights, explaining how it will protect those who do not have a registered fair rent and how it will ensure that tenants who do not have security of tenure will be safeguarded from persecution and eviction if they try to secure their rights from their landlords.
