HIV Compensation Without Liability
EDM number 793 in 1989-90, proposed by John Hannam on 26/03/1990.
That this House, whilst appreciating the Government's recognition of the unique and special circumstances of people living with haemophilia and HIV, urges Her Majesty's Government to offer a realistic sum, without admitting liability, to all people infected with HIV as a result of treatment with blood or blood products, or the families of those who have died, so that such individuals can discontinue their legal actions; realises that making people fight for compensation through the formal court procedure is costly, time consuming and adds to the very real pain and hardship they suffer; and recognises that time is the one commodity which infected persons lack.
