That this House notes with great concern the consistent refusal of the Government to bring forward legislation to ensure that landlords reduce rate-inclusive rents by the appropriate amount once domestic rates have been replaced by the poll tax from 1st April 1990; believes that many private landlords will benefit from a huge financial windfall as a result; and calls on the Secretary of State for the Environment to bring forward appropriate legislation as a matter of urgency to make it an offence for landlords to continue charging tenants the rates element of inclusive rents.
