Youth Training And The Poll Tax

That this House notes with concern the change from YTS to Youth Training in May 1990, the low level of allowances paid to trainees with Special Training Needs endorsements have to forfeit their disability benefits in order to gain a training place; believes that the introduction of the poll tax will have a devastating impact on those trainees aged over 18 years, particularly those who have learning difficulties due to physical or mental disability; and supports the call for all non-employed YTS trainees with Special Training Needs endorsements to be granted exemption from the poll tax.
