Leave out from 'responsibilities' to end and add, 'regrets the slow progress so far despite the good intentions of Dr. Mayor; sees no urgency over Britain rejoining UNESCO; prefers to see British cultural, artistic and academic activity channelled internationally on a bilateral basis through the British Council rather than through UNESCO; welcomes the increased funding provided for the British Council by Her Majesty's Government; and congratulates the British Council on its excellent work in promoting Britain abroad.'.
