Cardiff Bay Barrage
EDM number 438 in 1989-90, proposed by Ron Davies on 01/02/1990.
That this House, while acknowledging the need to regenerate the economy of South Cardiff, notes with concern the damage to the ecological, scientific and cultural interest of the Severn Estuary which would be caused by the proposed Cardiff Bay Barrage, inundating permanently the tidal lands in and about the confluence of the Severn with the Rivers Taff and Ely and destroying the habitat of thousands of wild birds which depend on those lands for their survival; believes that such damage may be avoided by adopting an alternative redevelopment strategy for the bay and its environs; expresses caution that construction of the proposed barrage may affect prejudicially the duty of the United Kingdom to uphold and comply with the provisions of European Community Directive 79/409 on the conservation of wild birds; and accordingly recommends that Her Majesty's Government invite the Cardiff Bay Development Corporation (and the County of South Glamorgan) to withdraw the Cardiff Bay Barrage Bill [Lords] and proceed with an environmentally less damaging form of re-development.
